Meaning:

tv ratings (we usually just say ‘ratings’) is a number that shows how popular a television show was. Market research companies calculate ratings for tv production companies. In everyday speech, people might say things like, ‘I heard CNN might cancel X tv show because it has been getting bad ratings.’ We talk about low (or bad) ratings, and high (or good) ratings. We also talk about ratings going up (or rising) and going down (or dropping).

Example:

A: Wow! Did you see that 44% of people in Kanto watched the Japan vs Colombia game??? NHK must be happy about those ratings!
B: Yeah, 44% is really high. But did you hear about the ratings in Iceland?
A: No. Were they good?
B: When Iceland played against Argentina 99.6% of the people in Iceland watched that game on tv.
