Meaning:
‘bitch’ is a swear word in English with many meanings. The most common meaning is ‘an unkind woman’. So a ‘resting bitch face’ means ‘a face that looks unkind – even when that face is not moving’. Most of us need to frown – or make some other facial expression - to look mean. Someone with resting bitch face looks mean when they have *no* facial expression. Be careful how you use this expression; of course it can be hurtful. It’s also quite sexist; we don’t often say a man has ‘resting bitch face’. Women mostly use this expression as an excuse for our *own* facial expressions.
Example:
A: What’s wrong? Are you angry at me?
B: What? Oh! No, sorry. I wasn’t thinking. Of course I’m not angry at you! I just have resting bitch face. Don’t worry about me!
